Transfers to and From Russia: Why They Get Extra Scrutiny

Cross-border payments in this direction attract review from banks and venues alike. What the checks look for and what satisfies them.

Aidana Serikova · ·2 min

Payments involving Russian counterparties receive closer attention here than other cross-border flows. Understanding why makes the process predictable rather than alarming.

Why the attention exists

Banks and licensed venues operating internationally are subject to sanctions screening obligations from several jurisdictions at once. Those obligations apply to counterparties, to banks in the chain, and in some cases to the underlying purpose of a payment.

A payment that touches a screened party has to stop until it is cleared. That is the obligation working as designed.

What is actually screened

Names against sanctions lists. The banks in the payment chain. The stated purpose. And for crypto, the history of the addresses involved, which analytics tools make visible.

All four, usually automatically, with a human reviewing anything flagged.

What a review asks for

Who the counterparty is, what the payment is for, and evidence of the underlying relationship: a contract, an invoice, a service agreement.

Ordinary commercial documentation satisfies the ordinary case.

What makes a review go badly

Vagueness. A payment described as a transfer between friends, with no documentation, from a jurisdiction under scrutiny, is the case that stays stopped.

Changing the description after being asked is worse than the original answer.

The thing not to do

Structuring payments to avoid thresholds, routing through third parties to obscure the origin, or describing a payment as something it is not.

These are not clever. They are the specific patterns monitoring exists to detect, they convert a payment review into an account investigation, and in several jurisdictions they are offences in themselves.

What a licensed venue adds

Screening performed before funds move rather than after. A problem identified at deposit is an inconvenience; the same problem identified at withdrawal is a frozen balance.

A platform that settles to a Kazakhstani account under a named regulator is performing these checks as an obligation, which is slower at onboarding and faster at every point afterwards.

What to do if you expect such a payment

Tell your bank in advance, have the contract ready, and use a venue with a documented screening process rather than an informal route.

Collect & Exchange operating under a licence will tell you at deposit if something requires review, which is the outcome you want. A venue that handles the fiat leg itself also keeps the whole chain inside one set of records, which is what a review is actually asking to see.
